A collapse into the river could be calamitous, as the riverbed along that stretch of the Willamette is part of the existing Portland Harbor Superfund Site.
"We believe the only permanent solution is the removal of the overwater portion before it collapses on its own," said Nathan Ingraffea, a principal with KPFF Consulting Engineers, in a letter assessing the site from February 2014. "This is not an if, but a when situation."
