Confined Disposal Facilities (CDF)

A hot topic in the Portland Harbor Superfund cleanup these days is Confined Disposal Facilities (CDFs).  PRPs have proposed CDFs as both early actions (Terminal 4, Arkema, and Swan Island) and alternatives in the Feasibility Study (FS) to become long-term remedial actions.  While construction of a CDF at Terminal 4 seemed inevitable, implementation has been postponed to better coincide with the Feasibility Study due in November 2011.  With the FS to arrive in November 2011 as well as the Port of Portland and Arkema continuing to pursue construction of a CDF as removal actions, the issue is in the forefront of CAG discussions.

 

Many CAG members have expressed various concerns about CDFs for both early actions and long-term remediation, including earthquakes and vessel traffic erosion.  Please feel free to comment on this post and tell us your opinions, questions, and concerns.
